How to disable boot keys F5 ... F8?

Is there any way to disable winxp boot keys like F5 ... F8
? To make system ignore them. I was unable to google it.

I work in an internet cafe and those kids like to use "Safe
mode with network" and service recovery (can't remember
exact name) to bypass the start up program which locks the
computer.

This is a geuss but you might find that in the bios.
