How to delete exe files from WINDOWS folder?

There is always a popup banner ad appearing on my screen
everytime I restart my machine and I found the exe files
under the WINDOWS folder, but once I've deleted them,
they will reappear in the folder again so I can't seem to
get rid of them.

Anybody knows what should I do? as the pop up ad is
really irritates me. your help will be very much
appreciated.

Check and see if that file is in the driver cache/i386 folder and delete it.
