How to defrag and consolidate empty space?

Is there a defragmenter that will consolidate empty space?

The Windows XP defragmenter doesn't consolidate empty space, and neither
does Diskkeeper. Multimedia systems get bogged down because every new
video file is immediately fragmented by all the empty spaces. We can use
Diskkeeper to defragment before editing... but what a terrible waste of
time... what an unneccessary waste of time!

The Diskkeeper tech support told me they don't even try to consolidate empty
space because of all the active system files. But for those of us building
actual multimedia systems where one or more additional harddisks are
installed just for video, there is more freedom to move files.

So is there a defragmenting company who tries?

BTW, the latest version of Diskeeper (v9) has an option for freespace
consolidation.
