How to define is cd with win xp can install only localized version

Hi all!
If you know answers tell me please, on my distributive disk with xp not
printed directly "WARNING this is localized or russian version".
The questions sounds:
1) How to define is distributive installs localised win xp?
2) Can I (if it is localized) reinstall windows from that distributive but
in english version?
