How to Default Folder to Collapsed ?

Whenever I open Windows explorer... the Documents and Settings folder is
automatically expanded.... how may I change this to "Collapsed" ?

Create a shortcut like this: %SystemRoot%\explorer.exe /e,

I've tried both of these methods & the folder insists on expanding when
Explorer is opened. Same result on 2 different machines & after rebooting.
Is there any other ways?
