Explore Open

When I first open Explore, my C drive folders are expanded. Can I change
this so that my D Drive folders are expanded and C is fully collapsed?

Change the target line in your explorer shortcut to
"%SystemRoot%\explorer.exe /e,c:\".

"%SystemRoot%\explorer.exe /e,D:\"
