How to create Outlook 2003 HTML email template / newsletter

I want to create a company informational newsletter that can be created in
HTML and be saved in Outlook 2003 as a email template that can be
edited/modified and re-sent as needed to users internally and externally.

Need step by Step instructions (I'm not a html coder)?

In that case it easiest to create the email within Outlook and save it as an
oft-file.
When you need to send it again; open the oft-file, edit the things you want
and then send it again.
