How to create labels with a background image?

I'm trying to create nametags from an Access database. The problem is, each
nametag (i.e., each record in the report) has to have its own background
image. I know how to add a graphic so that it appears on each record, but I
can't figure out how to make that graphic appear in the background, behind
the text fields. Any help would be appreciated.
 
-Select the graphic field in the report design
-Click on Send to Back in the Format menu
