How to create a shortcut to a particular network adapter with a script

I am trying to create a shortcut so users can access their wireless
connection settings. My plan was to put a shortcut at t he top of the start
menu, but after the system is syspreped, the shortcut does not work. I can
create another new shortcut at that point and it works as expected, but the
one that was put in the image does not work. I have checked the properties
of the shortcut and they have the exact information in both of them. So I
was wondering if there was a way to script the creation of a shortcut for a
particular network adapter.

Your shortcut may include tracking information that ties it back to
the machine where it was created. If you create the shortcut under
a non-administrative account then this won't happen.
