How to create a rule, to stop message to someone bieng downloaded.

I know that this is possible in Microsoft Outlook Express so I assume it is
possible in Outlook. I have several e-mail address for different users on my
computer and I need to know how to create a rule so that say all e-mails from
(e-mail address removed) were not downloaded on a certain identity?
