How to create a custom desktop icon with own pictures in my pictur

Need to create a custom desk top icon using the pictures in my pictures.
I was given the impresion that going into
Start-Programs-Accessories-paint,then
by opening my pictures and chnging it to a 32 x 32 and saving it to desktop,
that might work???????????

Plz Help!!!!!!!!!!!!!!!!!!!!!!!!
