How to control if a person can dismiss a task

My boss wants to control if a person can dismiss a task he has assigned. I
can not find the answer anywhere. Does anyone know how to do this?
 
If the task has been assigned, the assignee is now the owner and can do
whatever he or she wishes. So, the short answer is no.
