in All network in My Network neighborhood if it is not registered in

Do some Googling on "NETBios" sometimes.

It's broadcasting, and the others are accepting the broadcast.

Because your own computer knows it, itself, exists.

Because that's how TCP/IP works.

But NetBIOS/WINS alone might be enough for what you're doing, whatever it is.
I find everything in networks by myself.

No, you just 'look at' what the computer finds.

I had access to my internal without internet access LAN only at first.
Then I connected my USB NIC and my second LAN with Internet access and
did not get access to my second LAN. I disconnected a cable of my
internal without internet access LAN and got access to my second LAN
with Internet access. Then I connected my internal without internet
access LAN and got access to it too. How to get access to my second LAN
with Internet access without disconnecting my internal without internet
access LAN?

You need to talk to your network admins.

How to make Windows 2000 use a gateway of a NIC, which is connected to
a LAN with a required resource, when requesting the resource, not a
gateway of a another NIC? Windows 2000 uses the same gateway of one NIC
for requests for resources on both LANs.
