how to change the roles if cannot contact master

hello i have a or had a windows2003 domain. the master dc was 2003 server
with backup windows 2000 server. the 03 server is dead and can not be
recovered. how do i make the 2000 serv the master if it can not contact the
03 server.

You need to use ntdsutil to seize the roles, as per the following article.
