How to change language?

I'd like all of my menu items, button text, desktop icons, Windows Explorer
folders/files, etc to appear in French. I have set my Regional and Language
Options to French. I only have input text as English. It seems only
google.com website is in French. Everything else is in English.

Any suggestions?

Windows XP is written in specific language versions, therefore one
cannot change it from one language version to another. You'll need
to purchase a "Full Version" of Windows XP in the language version
you desire, reformat your drive and install it "clean".

Or if you have an available empty drive or partition, you can install
another "Full Version" of Windows XP in a different language version
and create a dual-boot configuration.

You can not change the language of Windows XP.
If you want Windows XP in French, you need to buy Windows XP in French.
