how to change default file extension to HTML

Does anyone know how to (or if it is possible to) change the default file
extension in Frontpage to HTML? SO that when you create a new doc and save,
it saves it as an HTML instead of HTM.

Not possible, and the only page that would need to be named with a .html
extensions would be the default document (home page) of the web site.

File > Save As and the file name you are working on is displayed. Add
the .html bit and save.
