How to Catalog secondary domain controller

I have back-up domain controllers on my WIN2K Server but I
want it to verify or find out how to install the catalog
option on the back-up domain controller so incase my
Primary domain controller goes down users can still login
to the back-up domain controller. Any help would be
appreciated.
