When I insert a blank CDR disk in the DVD-RW drive, Windows opens a folder
to write to. But not when inserting the blank disc in the CD-RW drive.

How can I write to my CD-RW drive w/o using other burning programs like
Roxio? When I click on the drive it prompts me with "/E is not accessible."
I know the drive is functioning because I can burn with other burning
softwares to it.

Try highlighting the files you want to burn to CD and right click and select
"Send To" on the Send to menu select your CD/RW drive. After you have done
this a balloon should pop up telling you that you have files waiting to be
written to CD. Just pick on the balloon. If the balloon doesn't pop up for
some reason you can go through windows explorer and select your CD/RW drive
it should say that it has files waiting to be written to CD. Right click on
your CD/RW drive and select "Write files to CD"

Are you trying to write to a CD-RW that has previously been formatted
for use of one of the Packet Writing programs like Roxio's Direct
CD/Drag to Disk? XP does not have any support for that mode without
installing the appropriate package - see more at
