Did you lock down the group policy? Meaning can you open
it in author mode?
type gpedit.msc /a . THis will open it in Author mode and
will allow you to make the needed changes. Always test
group policy on standalone machine so you will not ummm
how to put it....F yourself (f is for fool..yeah right)

GPEDIT cannot easily be used to apply policies to a specific user in a
non-domain environment. You might find the information you need in the
following KB article.
Outside of a domain one cannot selectively apply
policy based on individual users/groups.
