How to add a tab at the cursor?

How can I add a tab exactly where I have the flashing line (cursor?),
where I am?
 
The tab mark (the right arrow) will always appear at the mid point between
the start point (the initial cursor position) and the end point of the
designated length of the tab. What exactly are you trying to achieve as we
may have a solution for you.
 
When you press the left mouse button to set a tab stop on the ruler, you can
drag the tab marker, and a broken line will extend down from it through your
document. You can line up this line with the cursor position.
