How to activate the Chinese character input window?

May be I'm not getting this ... I followed all the instructions in
this board to configure my WinXP Home for Chinese character
keyboard/input, including changing the Regional Settings and Switch to
ZH from EN on the status bar. But regardless what I did (in IE6, Word,
Notepad, etc), I could not locate or open up an Input Window for
entering Chinese characters. It keeps typing English characters!

Any advices will be appreciated.

If you don't get a better answer, I've found that the MS
PinYin IME doesn't work on a few machines for no obvious
(to me) reason. When that happens, I just switch to
another one. I'm using QuanPin on this machine because
it's one of the ones where the MS IME won't come up.

How do I activate the MS PinWin IME? The only thing I got was the
language bar that shows EN (for English) and ZH (for Chinese). Where
are the choices of PinYwin, QuanPin, and others? After reading all
these related posts by MVPs, I'm still lost! Thanks/King
