How to Access Users Start Menu

I just started with a new Vista Laptop and need some help setting up
some account info.

Using WinXP I simply accessed the other users Start Menu (Programs) and
edited what shortcuts would appear for each user. This was a simply way
to control the Start menu by keeping the "heavy" stuff out of view for
inexperienced users.

Can't seem to do this using Vista - the Documents and Setting folder is
not accessible even to administrator accounts and even the users own
account.

How do I edit the Start/programs menu for a user under Vista?

It's not accessible because it doesn't exist, user account folders are in
the C:\Users directory in Vista.

Thx. I was frustrated because there are a million programs and
directories under Start>Programs but none of them appear under C:\Users
\ anywhere.
