how synchronize two different active directory

can we have two different active directories?
If, yes how to synchronize between those two active
directories?

for examples: we have active directory 1 (AD1) and AD2.

only user registered in AD1 can be synchronized with AD2,
not allowed for the other way (user registered AD2 can be
synchronized with AD1).

can somebody help me for that solution?
 
I'm not too sure what you mean, you don't synchronise users between domains.
What are you actually trying to do? Are there any trust relationships
between the domains, perhaps you only have a one way trust that is not
allowing access in one direction?
