Here is how Office 2003 suggests it without going into the registry -
this is from the Word Help search:

Go into Word and do the following procedure ----

Turn Office Clipboard command options on or off
Display the Microsoft Office Clipboard in the task pane.
How?

On the Edit menu, click Office Clipboard.
On the Office Clipboard task pane, click Options.
Set the command options you want:
Option Description
Show Office Clipboard Automatically Automatically -- displays the
Microsoft Office Clipboard when copying items.
Show Office Clipboard When CTRL+C Pressed Twice -- Automatically
displays the Office Clipboard when CTRL+C is pressed twice.
Collect Without Showing Office Clipboard Automatically -- copies items
to the Office Clipboard without displaying the Office Clipboard.
Show Office Clipboard Icon on Taskbar -- Displays the Office Clipboard
icon in the status area of the system taskbar when the Office
Clipboard is active.
Show Status Near Taskbar When Copying -- Displays the collected item
message when copying items to the Office Clipboard.

For what it's worth:

I've tried this, and the clipboard seems to come back on it's own from
time to time anyways.

The only success I've had (long term) is with the registry fix.

As always, your mileage may vary.

It is amazing that to do such a basic thing in Windows one has to mess
around with the Registry!
And what is the purpose of these multiple clips?

Following the inctructions I reached
On the Edit menu, point to New and click DWORD Value. With New Value #1
selected, type AcbControl, and then press ENTER

When I simply click New Value #1 I have nowhere to type in. So I have to
double click New Value #1.
A window "change DWORD parameter" pops up with a field to enter a value.
However it lets to type in only digits (including ABCDF as hexadecimal) and
only lets to enter four of them. How do I type in AcbControl?

It's not really amazing. Windows is controlled by the registry, so by
changing the registry, you're changing the way windows works. No
biggie, but you do need to be careful, as (just like in a relational
database) everything is tied to everything else, so making one little
tiny change can have big effects! (In other words, always be really,
really, *REALLY* careful when you're messing around in the registry.
You can, as many people can testify to, wind up with a system that
isn't usable anymore. (Reformat, and re-install *everything*)

As for the purpose... In theory, you're supposed to be able to have a
clipboard that has multiple clips in it that you can copy and paste
from as you need/want. There used to be several dozen programs that
did this outside of any windows product. I would guess that someone
at MS rather liked the feature and figured everyone else in the world
was just like they were and so it the feature got in. Indeed I know
some people who *do* enjoy that feature. More people I know, dislike
it, and (like you) wonder why it's there, and how to get rid of the
"silly little pop up they can't get rid of" (usually muttered with
angry overtones....)
