How save changes when I move toolbars around?

I like the toolbars in Outlook2003 in different locations than their default
positions. So, I move them around to where I like them. When I close down
Outlook and then reopen it later on, the toolbars revert to their default
positions. How can I save the changed configuration?

If you have any third party toolbars, you won't be able to save the
positions.
 
you have an addin causing problems. possibly BCM or the acrobat toolbar -
you'll need to close the offending toolbar if you want the others to
'stick'.

Thank you, Diane. It is the Norton Antivirus toolbar that keeps wanting to
be on its own below the other toolbars.

Thank you, Brian. It is the Norton antivirus toolbar that keeps wanting to
be on its own below the other toolbars.
 
I am not understanfing why there is not a way around this bug or at least a
patch for it. It's very annoying to say the least.

The third party toolbar I am using is the Adobe Acrobat, which provides
useful features that I do not want to disable by turning the toolbar off. Is
there not a way or a fix that will allow me to save the toolbar location
without having to disable a useful feature?
