How remotely power-on a home PC?

I'm using a simple PC/monitor with usual DSL connection. All I'd like to do
is be able to remotely, via web, turn the system on (to access files
sometimes) then turn it off. (The idea being to leave it off most of time,
and protect it the other 90% of the time it's not needed, from power spikes,
outages, brownouts, etc... )

In case the PC is left on, however, I'd also like it to power itself off
(properly) if there's a power outage.

Can't I do this with a simple UPS (uninteruptable power supply) arrangement?
Can't they be controled by an ethernet port that I'd access from a website,
enter a password, and tell it to "power up"?

Got any suggestions on one of the APC models?

How's everyone else managing accessing their PC from home while traveling
and out a few days?

There is no way that I know of to turn on a computer remotely when the
computer is truly in the off mode. It takes a physical act of pushing a
button. But remember, pushing the button only closes a set of momentary
contacts in the on/off switch. This, in turn, sends a closure signal to the
power supply which energizes and starts the computer boot process. I am sure
that someone could devise a setup where a telephone ring could cause an
external relay to pull in and bypass the on/off switch contacts. But then,
anyone who phones would be turning on the computer!

To do it with a telephone, just call up someone and ask them to turn on the
computer.
