it looks , that it can not be done with system call -
SystemParametersInfo( SPI_SETDESKWALLPAPER...)
if you know the API or a reference to it , please send me the link

Unless blocked with system administration tools, Active Desktop is always
on in XP. See Help and Support for more info about adding web content to
the desktop.
