Active Desktop Items cannot be resized or moved

I turned on Active Desktop pointing to a web site but it only appears in a
small box with scroll bars on the right side and bottom. I cannot resize or
stretch this window. I hover the mouse on all edges but it does not give me
the option to move or maximize. I have Lock Desktop Items unchecked. How do
I fix this? I want the page to take up the entire desktop. Thanks.

I tried these steps and they do not fix the issue. What else can I try?

Hi Saucer Man,

1. Reset the add-on Policy settings: (For XP Pro with SP2 installed)

Open GPEDIT.MSC and navigate to this path:
Computer Configuration | Administrative Templates | Windows Components |
Internet Explorer | Security Features | Add-on Management

In the right-pane:
Set "Add-on List" to Not Configured
Set "Deny all add-ons unless specifically allowed in the Add-on list" to Not
Configured

Similarly, perform the above steps in this location:

User Configuration | Administrative Templates | Windows Components |
Internet Explorer | Security Features | Add-on Management

2. See if creating a new user account helps.

the same.

Running out of ideas, Saucer Man. This issue is in my "to do" list for about
