How long can a login name be?

In Win2k and later, how many characters can a legal user login name be? What
about the password? Assume US English is the language.

User Name: up to 20 characters
Password: up to 127 characters

Note: Because of the way passwords are encrypted,
the most secure passwords are seven or 14 characters long.
