How Is Best To Make An Xp Laptop Secure, must be devious boy proof

My friend has a devious son who thinks he knows it all... he twiddles, mucks
the system about chronic, its getting boring resetting other users email
accounts etc etc

How is best to keep him on a limited account without any means to by-pass...

I originally just passworded an admin account, he done the usual & reset the
system by booting off its recovery cd...

so obviously, I need to change the boot priority this time besides changing
the account type...

What other ideas would help stop this lad from ever regaining admin
rights.... ???

I also need to control his internet hours as he sneaks down in the dead of
night to play online for hours... ???

Power on password for the laptop and new desktop just for the little
