How does one turn off the AUTOMATIC "Markup" when Word 2003 opens

Continuelly I have to turn it off by going to: View / Markup everytime I
open a word document.

Does microsoft have any registery settings which can be changed to make this
change permanent for multiple users, what you suggest down below does not
work always?

No registry setting, but the following line added to an autoopen macro in
normal.dot should fix it.
ActiveDocument.TrackRevisions = False
However this will have to be done individually for each user. Normal.dot
must not be shared and you will upset your users big time if you replace
their carefully crafted normal.dot files.

Or is it the review toolbar popping up that is the real problem? In which
case the command is
CommandBars("Reviewing").Visible = False
