Those are both available in Insert, Symbol dialogue box. Or you can press
Alt+0161 and Alt+0191 (on the number pad) to type those characters.

Change your font to Arial Unicode MS. Insert as Symbols. If your transplant
is for an extended period, ask one of your neighbors...

Or if you haven't got all the time in the world and want to do it the simple
way, type Alt+Ctrl+Shift+1 and Alt+Ctrl+Shift+/

Please do not advise users to use Arial Unicode MS for characters that are
available in the basic ASCII character set. This just increases the chances
that the recipient of the document will not have the required font
installed.

For information on inserting this and other special characters, see
http://word.mvps.org/FAQs/General/InsertSpecChars.htm Note that the built-in
keyboard shortcut for ¡ is Alt+Ctrl+! For ¿ it is Alt+Ctrl+?.
