how do you turn on the vga in control panel with no video?

I accidentally touched my video card, which apparently
zapped it. I went into control panel to turn off the vga
so as to limit damage. Now I bought a new card, but
can't get back in to turn on the vga again because I
can't see the display. HELP

You should get display when you trun on the computer. If you do not,
your problem is outside of the scope of this group. I there is display
when your computer turns on, press F3 to go into safe mode when
windows boots.

Your post is a little unclear. You think you damaged your video card so
you bought a new one. With the computer turned off, open the case and
remove the old card. Put the new card in. Boot the machine. Do you see
anything when you start the computer (at POST, before the operating
system loads)? If yes, then Windows should find your new card and ask
for drivers. If you don't see *anything* when you start the machine
with the new card (no POST) and perhaps get some beeps from the system,
then you've got more damage than just the video card. Post back with
details if you need more help.
