How do you set permissions in outlook 2003

We have 60 users using Outlook 2003 using PST files. We want to prevent the
users from deleting the deleted items in the "Deleted Items Folder".

We do not have an Exchange server.

Hi Nico,
if you dont use Exchange,
you dont have any chance to create permissions for the local (*.pst) file!
Coz every user is his own "admin" in his outlook!
