How do you make a webpage fit every screen size?

I am attemptingg to create a webpage formatted to fit the width of all screen
sizes (or resolutions). In other words, I want to format the width of my
page in such a way that anyone who views it will nott have to use a
horizontal scroll bar at the bottom of the screen. So far, I have found no
help on this topic. I am using FrontPage 2003 and have only a general
knowledge of HTML. Any help would be greatly appreciated!

How do you build your pages in 100% width tables. I'm pretty new to web
design so I don't understand how to do this.

Everything on your page goes into a table with as many cells as you need.
Under table properties set table width to 100%
