How do you keep a header unlocked in a form?

I have a form which needs to have the header altered by others.

You can't do this without unlocking the form. *Why* do the users need to
access the header?

If the header should include text from the document, you could use a
STYLEREF field. Apply a unique character or paragraph style to the text
that you want repeated and then insert a STYLEREF pointing to that style
