How do you default to Rich Text when forwarding messages in Off.

When forwarding email messages the default is plain text and I want Rich
text. Changing under options, mail format and apply does not accomplish this
action. Where have I missed something?

Seems to me that forwarding a message will use the same format as the
original message.
