How do you anchor text when designing a form?

I'm totally frustrated trying to figure out how to anchor text in a 'form' so
that when you add a form field it doesn't keep scrolling the rest of the form
off the page. I've tried 'continous break' and read all the stuff on working
w/lines etc. in some of the other posts but am having no success with
'tables' or 'text boxes'. Anybody know how to do it?
 
Most people create forms using a table structure (it can be borderless),
with preferred column widths (auto resizing disabled) and exact row heights.
