How do you activate the new message notification in outlook?

I have selected new mail notification by sound and alert, however my alert on
the desktop does not appear when new mail is received. Is there something I
have neglected to do or would my antivirus, firewall or anit-spam be somehow
(although I think being unlikely) preventing the notification from appearing?

Are new messages being delivered to your default Inbox? What type of mail
account?
