How do you access BIOS using XP?

You don't.
You access BIOS at Boot time, usually via the DEL Key.

Your BIOS is a hardware setting and cannot be accessed from within Windows.

The operating system is immaterial. Only you know what
motherboard and BIOS you have, so only you know the answer to your
question. ;-}

You should also be aware that it's very easy to render, at least
temporarily, your PC unbootable by making an incorrect change in the
BIOS. So be very careful.
