You don't. To access the BIOS setup program, you must access it as the
computer is going through the POST when first starting your computer, before
your computer boots into XP (or any other Operating System).
If you could tell us who the maker of your BIOS is, we could perhaps tell
you the key sequence to access it.
You should also be aware that it's very easy to render, at least
temporarily, your PC unbootable by making an incorrect change in the
BIOS. So be very careful.
