how do u but a webcam on to a page and how do u make a form send the anser to

For your second question, consult Front Page Help: "forms"

Your site will need to be hosted on a server that
supports Front Page Extensions or who provide their own
form handling routines.
 
use the webcam software to ftp the webcam images up to a subweb. use the subweb so that the ftp won't corrupt your FP extensions on your main site.

fp's form probably will not be able to send to a hotmail account.
