How do rules get broken and how do I fix them?

I have Office Outlook 2003. Despite setting up rules for certain mail to
be directed to a subdirectory/folder I sometimes find that despite the
rule being set up, I still find the mail in my junk email folder. What's
with that?

Can this be fixed?

The junk filtering occurs prior to the rules for OL 2003 SP1.

In Outlook 2003 prior to SP1, the rules fired before the junk filter. SP1
fixed that problem. You can always remove Outlook and reinstall it without
SP1 if you want the prior behavior.
