how do I view the tracking tab of a sent message?

I would like to see which reciptients have read a given message. The Help
keeps telling me to just open the sent message and select the "Tracking" tab,
but I just don't see this tab.
 
MS Office 2003 Help responded with this:
Receive notifications when messages are delivered or read
Do one of the following:

To be notified about all messages

1.. In Microsoft Outlook, on the Tools menu, click Options.
2.. Click E-mail Options.
3.. Click Tracking Options.
4.. Select the Read receipt or the Delivery receipt check box.
To be notified about a single message

1.. In Microsoft Word, in the message, click Options.
2.. Under Voting and Tracking options, select the Request a delivery
receipt for this message or the Request a read receipt for this message
check box.
 
Once you have checked the option for a read receipt, the tab will not appear
until at least one response is received.
