How do I turn on Windows Wireless Network Management?

We have a laptop that isn't allowing Windows XP to manage the wireless
networks. We've looked for another application that is doing this and we
can't find one.

How do I change the configuration to that Windows can manage the wireless
networks?

I already know how to do everything in the article. The reason we can't
setup a wireless connection if because Windows is telling us it isn't being
used to manage wireless connections. The "wireless network connection" tab
doesn't show up when I look at the wireless card properties.

We don't see any other application installed that would control wireless
connections.

We want to enable Windows to manage the connections again.

How do we do that?
