You see, i prefer safe mode with networking. i like it, because i can get on
the internet faster, without having to start the extensive list of other
programs i have running on my laptop. unfortunately the sound is not a main
driver. i need to know how to turn it on. thank you.

What you need to do is learn how to turn some of the startup programs off.

You might try right clicking on the icons in the notification area and
looking for settings which allow for turning off at startup..

You can't.
Safe mode is designed for Windows to run with the barest number of processes
running.
Sound is NOT one of them.
