how do I turn off the reading pane for all folders

I want to turn off the reading pane for all folders (existing and to be
created) without having to do it one-by-one.

Turn off the Reading Pane
On the View menu, point to Reading Pane, and then click Off.

If you decide to turn the reading pane on:
On the View menu, point to Reading Pane, and then click Right or Bottom.

Security: You can view messages safely in the Reading Pane. Potentially
malicious scripts or attachments are not activated or opened automatically in
the Reading Pane. Although most malicious attachment types are blocked by
Outlook, messages and attachments from unknown or unsolicited senders should
always be treated with caution.

Note: Global changes to the Reading Pane, with the exception of options set
in the Reading Pane dialog box, cannot be made; you must make them
individually for each folder. To make a global change to Reading Pane
options, on the Tools menu, click Options. Click the Other tab, and then
click Reading Pane.

Change when messages are marked as read

On the Tools menu, click Options, and then click the Other tab.
Click Reading Pane.
Select the options you want.
Tip

To quickly display the shortcut menu for the Reading Pane, right-click the
border of the Reading Pane next to the list of messages.
Hide the message header

On the View menu, point to Arrange By, and then click Custom.
Click Other Settings.
Under Reading Pane, select the Hide header information check box.
Note To show message headers, clear the Hide header information check box.

Change the location of the Reading Pane

On the View menu, point to Reading Pane, and then click Right or Bottom.
Tip

To turn off the Reading Pane and view more of the list of messages, on the
View menu, point to Reading Pane, and click Off.
Resize the Reading Pane

Point to the left border of the Reading Pane, and when the pointer becomes a
double-headed arrow , drag the border to the left or right.
Notes

The Reading Pane is not available for the Drafts folder.
By default, Outlook is configured to block external content, such as links
to pictures or sounds, in HTML messages that you receive. These links are
references in the HTML source code to an external location on the Internet.
When you open or preview the message, your computer downloads the external
content so that the picture can be displayed or the sound played. Sometimes,
junk e-mail senders use the downloading of external content by your computer
to verify your e-mail address as valid so they can add it to their spam list.

I guess there is no way to shut the reading pane to off globally. I;ll live
with doing it manually for each folder (I have MANY).

That does not address the OP's question, which was to trun it off for ALL
folders, not just for the current one.

Simply untrue, provided all folders are using the default views. One need
only modify the definition of the default view.

The most expedient way is to start Outlook with the /nopreview command line
switch.

I, too, desire to turn the preview pain off. How does one start Outlook with
the /nopreview command line switch?

Start>Run. Enter

outlook.exe /nopreview

You can make a shortcut for this as well, use

"%ProgramFiles%\Microsoft Office\OfficeXX\Outlook.exe" /nopreview

where "XX" is indicative of your Outlook version, which you decided to keep
a secret. Make sure you specify the quotes and spaces.

View>Arrange By>Current View>Define Views. Select the default view for the
folder (i.e., Messages, for mail folders) and click Modify.

Unfortunately, that only affects the "current" folder. I was looking for a
way to get rid of the grid lines on all folders. I have several hundred
folders and the Office 2000 view was much better than the default view in
office 2003.

It affects all folders using the view you modify. Try starting Outlook once
with the /cleanviews command line switch and then making the modification to
the view. See this for an example:
