how do i turn off the filterkeys option?

this filterkeys option drives me completely insane. it always seems to
enable at the most inopportune time and completely mess up everything
i'm doing. it doesn't matter that i click cancel, because it still
enables.

how do i turn off the option completely, because the only way i know
how to disable it after it has been enabled is to restart my computer.

it's driving me insane!
 
Control Panel > Accessibility Settings > Uncheck "Filter keys" option
THEN
Click Settings button and uncheck the "Use shortcut"
