That can be found in the properties of your modem
go to control panel>network connections and select your
modem on the general tab click on configure and uncheck
enable speaker sounds.

You may also have to turn it off in internet options
also. Under the connections tab...settings...then
properties...then general ...configure modem...remove
check for enable modem speaker...sometimes both are
needed to keep speaker off after reboot
