Hi. If I export Outlook 2003 to a .pst file on my old PC and then import the
..pst file in to Outlook 2003 on my new machine, will it transfer everything?
By that I mean not just the contacts, emails etc but also all the different
account settings, rules etc. In other words, will importing the .pst file
mean that Outlook 2003 will run on my new PC just as it did on my old PC
without having to reconfigure anything? I had a look at the Files and
Settings Transfer Wizard but it didn't say that the settings from MS Office
(inc Outlook) would be transfered using the wizard. Thanks

You also need to use Office 2003's Save My Settings wizard to get all of the
Office/Outlook settings & such

http://www.howto-outlook.com/howto/backupandrestore.htm will tell you about
the data. Don't ever export to a PST. It's unnecessary and loses data. To
transfer the account information, the Save my Setting Wizard and/or File and
Settings Transfer Wizard should help.
