How do I take the Exchange out of Recovery Mode?

Every morning one of the user open Outlook and the message dialog box always
show up with "Exchange is currently in recovery mode. You can either connect
to your Exchange server using the network, work offline, or cancel this
logon." Everybody else just open up normally. Any suggestions will be
greatly appreciated.

Choose work offline and export everything from the mailbox to a .pst file.

Then create a new mail profile for the use, configuring Cached Exchange mode. When the user starts Outlook with that profile. Outlook will create and populate a new .ost file. If any data is missing from the server, it will be in the .pst file, which the user can open with the File | Open | Outlook Data File command.
